Onondaga Lake in Syracuse, N.Y., is called America’s most polluted lake as raw sewage and industrial dumping made fishing and swimming impossible. Using environmental laws and the courts, industrial dumping has stopped, Onondaga County has agreed to upgrade its sewage-treatment plant, suck up toxic mud containing mercury, and build an underground barrier wall to keep contaminated groundwater from seeping into the lake. Fishing and swimming will return.
