Whatever the outcome of point 1, it is always possible to think of ways to improve the PSC of the organization. What would you like to improve in your organization? What sort of interventions would seem suitable for doing so: primary, secondary or tertiary? Would these interventions address individual workers, the organization or the interface between them?
