The city of Peoria, Illinois, received federal funds from the Department of Housing and Urban Development (HUD) to be used for housing rehabilitation assistance. Peoria designated United Neighborhoods, Inc. (UNI), a corporation, to administer the funds. Arthur Dixon was UNI’s executive director, and James Lee Hinton was its housing rehabilitation coordinator.
