3. Imagine that participation in the Tulsa IDA had been limited to households with incomes below the federal poverty line, rather than to those with incomes below 150 percent of the poverty line; but the estimates of benefits and cost had been exactly the same as those presented in the case. How would that change your answers to (b)?
