Wannabe University (WU) is a medium-size public university with 15,000 students and 1,000 faculty members. The university built its national reputation on the excellence of its teaching and interactions with undergraduate students. Because government support of the university has dropped dramatically, the administration has decided that it must now build the university’s reputation on research, which will require obtaining research grants to replace the lost government funding. The university proposes to reward each faculty member with a salary increase that is primarily based on the annual number of articles they publish in high-quality journals. Most faculty members and students were attracted to WU, however, because of its focus on teaching and faculty/student interaction.
