The Department of Labor has changed its mind about all tips being the property of employees and is now saying that if an employer pays the full minimum wage to tipped employees and does not avail itself of the tip credit, tips can be retained by the employer and used in any way that it sees fit. Is this fair? Is it wise? Why or why not?
