Business Law Writing. The United States Supreme Court originally interpreted the commerce clause to allow the federal government to regulate interstate commerce. Over time, however, the Supreme Court has made it clear that the commerce clause applies not only to interstate commerce, but also to commerce that is purely intrastate (within one state). Today, the federal government has the power to regulate almost every commercial enterprise in the United States.
