Freedom of Speech. A mayoral election is about to be held in Bay City. One of the candidates is Donita Estrella, and her supporters wish to post campaign signs on streetlights and utility posts. A Bay City ordinance prohibits the posting of signs on public property. The purpose of the ordinance is to improve the appearance of the city.
