Does it seem remarkable that, according to the SEI review, no one has yet considered the time, cost, and difficulty of harvesting the rules? Clearly, the need to allocate time and labor to that problem was visible from the start of the project. How do you think such an oversight occurred? What are the consequences of that oversight? LO.1
