Protection is needed because foreign producers are selling steel in India at prices below the cost of production. What’s wrong with this argument is that it is difficult to determine whether foreign producers are selling at prices below their costs and unlikely that they would want to do so. So foreign producers might have a comparative advantage in producing steel.
