Legislation can have only a limited effect in achieving equality, and does not change attitudes, beliefs and cultures and structures. Organisations and their cultures, processes and structures are founded on the needs of the dominant group and individuals from other groups are expected to adapt to this norm. This explains why progress towards equality of opportunity has been very slow.
