1 Do you agree with Doyle that the judgemental and developmental aspects of appraisal should not be combined?

Doyle (2003) believes that, ‘if a development appraisal is done well and it is linked to personal development plans that are aligned to business objectives, the interview based on it can offer a great deal’. She states that:
development reviews can raise difficult issues in a constructive context, can clear the air of misunderstandings, resentments and frustrations, can raise the performance of weaker staff and encourage the best, improve superior–
staff relationships, motivate the demoralized, and help everyone to work towards common goals . . . Development reviews can give people the chance to discuss what they really want to do in the future to further their goals/ aspirations.
