Activist trade policy arguments rest on two ideas. One is the argument that governments should promote industries that yield technological externalities. The other, which represents a greater departure from standard market failure arguments, is the Brander-Spencer analysis, which suggests that strategic intervention can enable nations to capture excess returns.
