The American Friends Service Committee (AFSC) is a Quaker organization that employs some 400 individuals in charitable and relief work. The Immigration Reform and Control Act prohibits employers from hiring aliens not authorized to work in the United States and requires examination of documents evidencing identity and work authorization. The AFSC seeks declaratory relief, alleging that the IRCA violates its free exercise of religion, a religion that requires its members to welcome and not show hostility to strangers, the poor, and the dispossessed.
