Philip is an adolescent with a behavior disorder resulting from alcohol and drug problems. He rides the regular school bus each day and because he lives in a large metropolitan area, bus transportation is essential if he is to attend school. After several incidents of misbehavior on the bus, he is told that he can no longer ride the school bus.
Because his parents are unable to take Philip to school, he has effectively been excluded from school. Is there any remedy under the IDEA?
