Many Americans support disaster relief provided by the national government, in part because they believe most or all of the federal aid goes to individuals and families who are victims of the disaster. Few average Americans understand that a huge share of federal disaster aid goes from one level of government

(federal) to another (state and local governments) through

“public assistance.” A massive share of this aid replaces, repairs, or rebuilds local and state infrastructure (as well as facilities of nonprofit organizations that qualify for such funding).

Is government-to-government disaster aid a sensible arrangement in your view? Or is it another federally supported public works endeavor that national taxpayers cannot really afford? Do state and local governments deserve public assistance money?
