In 1992, Hurricane Andrew destroyed billions of dollars of homes and other property in southern Florida. Many homes were found not to be built to withstand such storms. The federal government has since provided assis- tance to those whose insurance was either inadequate or nonexistent. What effect would extensive relief have on the incentives to prepare for the next storm? What steps do private insurers take prior to these occurrences to attempt to minimize their losses?
