The members of each nation decide who will represent them in their meetings with members of other nations and how these representatives are to interact and cooperate with the other nations on “a mutual concern” (see below). Representatives return to discuss their meetings with the rest of the members in their nation before returning to the next meeting.

a. Nation A is preparing to build a dam that will reduce the supply of water to neighbor B.

Note that A is an industrial nation and B is agricultural.

b. Nations C and D need to discuss the idea of creating a combined defense force to defend against the other two nations A and B. Note that C and D share a history in which they have fought against the peoples of A and B for centuries.

c. Nations A and C need to discuss the idea of exchanging spies who were caught and jailed in both nations. Note that nation A has captured 500 people they accused of being spies with little or no proof, while nation B has captured five spies who were caught attempting to assassinate their top government officials.

d. Nations B and D need to discuss the idea of a college student exchange program between their nations. Note that D is an industrial nation and B is agricultural.

e. Nations A and D need to discuss protecting a species of beautiful birds that live in nation A and migrating each winter to nation D where they are hunted for their feathers. Note that this is the national bird of nation A and is used for decoration by nation D.

f. Nations B and C speak tongues not spoken by most people in their nations, so the two nations need to meet to discuss how to exchange translators and teach the language to their populations. Note that A and B speak the same language, while C and D share another language.
