Recruitment, selection and training are core HRM practices to ensure that people within organizations are able to perform effectively in the roles to which they are appointed. In this case, the European Commission is concerned that people are not being appointed on merit, and are not receiving appropriate training. Ten years after EU involvement in working to improve this situation, there were still doubts about whether enough progress was being made. Why do you think progress in this area has been slow?
