As much as possible the leader should help the staff see problems as normal and:

a. Defining the elements of problems so they can be seen clearly.

b. Identifying responsibility for resolving problems.

c. Developing categories for classifying and prioritizing problems according to their potential impact.

d. Identifying urgent problems and beginning to work on them immediately.
