In reading this chapter, it may have occurred to students that federalism has involved

“pendulum swings” as between policies and programs that are state- centered, and those that are federally dominated. Does the idea of a “pendulum swing” accurately describe the evolution of American federalism? Or, has there been a clear tendency towards federal domination over the past 150 years?
