Conley Jefferson is the personnel manager of the city of the city of Arlington. The city has about 4,600 employees. Conley works for Dan Jackson, the city manager. Conley has presented a plan to Dan to upgrade the caliber of the city’s employees. A key element of this plan is to recruit top- notch division and department heads from other cities and private industry in the surrounding area. Conley feels that by consolidating fictions and department and by using federal revenue sharing money, the city will be able to offer the salaries needed to attract these people.

Dan is basically against this approach. He believes the city should fill these higher level positions from within. In the past he has expressed some dissatisfaction to Conley over the few outside people that were brought in for higher level positions. Dan’s concern rests primarily in two areas. Fist, he doesn’t feel that these outside people really “fit in” with the way the city is run. They come with all kinds of new ideas, try to implement them, become frustrated and soon leave in an unhappy state. They then spread had ideas about the city and tell what a horrible place it is to work. Secondly, Dan sees the promotion from within policy as a good way to reward competent performance by present employees. To take away this incentive will severely hurt the reward system, in Dan’s opinion.

Conley has argued that the city is not progressive because it suffers from too much inbreeding. In his mind, the city needs new ideas to cope with its many complex problems that have not been solved. Conley believes that these new ideas can best come from a transfusion of new blood from the outside.
