He sets up drug dealers with prepaid cell phones with different SIM cards to be switched every day to make communication virtually untraceable. Prepaid phones have become so standard for drug dealers that Senator Chuck Schumer wants to require an ID to buy one; which would negatively disrupt dealers' desires for phones but would induce more to get fake IDs.
