The white paper should identify the significance, and issues relating to KM in the government sector and offer direction for building an effective knowledge management system for public sector organizations in Fiji. Undertake systemic literature review of the work published since 2002. The white paper should have 5-7 quality references properly cited in-text and listed in the reference list. One important resource is: Wiig, K.M., 2002. Knowledge management in public administration. Journal of knowledge management.

(2) Propose a knowledge management strategy and build an effective knowledge management system for the Fiji National University Library.

As consultants you are required to organize areportfor FNU library and board of governance, that includes the following:(A) Delineating the rationale of KM, the purpose of KM, and stakeholders, (B) Explain KM strategy (C) Design KM system illustrating KM cycle to be adopted (D) Elaborate on each stage of KM processes and KM tools (E) KM measurement and KM team.
