A study examined whether administrative capacity explained the distribution of grants to county governments. The researchers defined administrative capacity as the number of full time employees working in county government. They defined the distribution of grants as the total dollar amount of grants awarded to a county. The researchers used ordinary least squares regression with the major result provided in Table 1.
