1) Do landing fees adequately contribute toward the airside pavement, lighting, navigational aids, maintenance, emergency services, etc.? Do domestic taxpayers (passengers) shoulder more of the airside costs than international passengers?

2) Should landing fees be used as a tool to manage airfield capacity and delay, or to mitigate environmental impacts, in addition to offsetting airfield expenses?
