1. Facebook want to be shown as a trustworthy company, and one that respects user's privacy; or at least make it seem like that. They placed this ad to address the problems that their platform has caused but also that they are attempting and advocating for finding the right solutions.

2. I think that Facebook placed this ad to show that they were taking action on the detrimental effects of Facebook and social media. I think they want to personally acknowledge that they are trying to regulate and control their platform to be better for their users. From my perception it seems like they are trying to convey the idea that they realize social media platforms has gotten out of hand and that they are arguing for more regulations to make this better for users.
