(1) Given the existence of a body of "laws of war" (e.g. state actors are generally prohibited from using military force against other state actors, except in self-defense or if prior authorization is granted by the UN Security Council) that have governed interactions between state actors during wartime, do you believe that these rules or laws ought to also apply to cyber-attacks or cyber warfare involving state actors?

(2) Does the attribution problem have an impact on the applicability of the laws of wars to cyber-attacks or cyber warfare? In other words, how does the government of one state respond to an interstate cyber-attack if that government does not know for certain which other state or government is responsible for ordering the cyber-attack?

(3) Do you support or oppose international efforts to adopt an international treaty consisting of rules of cyberspace? Why or why not? What would be one rule that might be included in such a treaty?
