1) What can OSHA use to issue a citation and assess a penalty to an employer if there is no OSHA standard available which addresses a specific hazard?

2) There are other best practices, industry standards, international standards, etc. that employers choose to follow which go above and beyond what OSHA requires of them. Why do you think only following OSHA's standards is not a good idea to keep your employees safe at work?
