1. What have you learned about the issues in the case? Answer: The project initiation phase was carried out by the planning department with out engaging the project manager was only present the gravity of the problem but still no deep focus was carried out on determining the major influencing factors of this project. Focus of the project was changes from initially to get it done as quickly as possible to the environmental aspect. After the project team had meetings with the public there is a major shift in the focus. Now project manager not only had to worry about the time but we had to start worrying about dollars and the water quality for Seattle. The construction site for the transmission line was in the watershed which is under a habitat conservation plan; Senior management seems to understand that the environmental aspects of the project were the priority. Project manager did understand that we attempted to get the project done as soon as possible but did not compromise on the environmental issues. What started out as a $10.5 million project, became a $35 to $40 million project. Environmental issues did come first, while keeping in mind the need for getting the project done as soon as possible. The project team started working with micro piles and then having to switch over to plate footings because the micro piles are causing more damage to the environment; and then tower structure - since the towers were of a new design, each one had to be "tweaked" to work in a specific location. Right away the project ran into a lot of constraints with a typical construction method. Due to environmental laws the project machinery wasn't allowed to drive over the ground off - road, we had to stay on roads, which makes digging holes very difficult. When material was moved, it would have to pile it on plywood sheets, and then put the materials back so nothing was touching the ground. Project team needed to steam all the equipment vehicles before they went into the watershed. The vehicles were inspected to make sure there wasn't any grease or leaking oil, and once parked inside on the roads diaper had to put under the vehicle underbody. The hydraulic systems of the larger equipment had to be changed over to vegetable oil instead of hydraulic oil, in case they had a spill. Both spills are bad, but vegetable oil is a little more palatable for a clean-up than hydraulic fluid
