1. What should a police officer do in order to avoid ADA liability in the following situation?

Burger Bob's restaurant calls 911 indicating they want a customer to leave because the customer has a dog. Dispatch sends you to the location regarding a possible trespass. Once you arrive and enter the restaurant you see a man, approximately in his 60s, with a golden retriever on a leash. The dog has a vest on that says "service dog". It is obvious that man is not blind. The man walks up to you very upset and explains that he has PTSD from being in the war and this is why he has the service dog. The manager says it is against policy to allow anyone inside the restaurant with a dog that is not a dog for the blind. The manager wants you to make the man and his dog leave.
