Write a proposal to your fund- ing agency for support and funding to start this program. The Five Ws Once you have written your summary statement, you must add your proposals supporting details. Start the process by mapping out the five Ws, who, what and how, why, where and when: Who? Who is writing the proposal? Who will the proposal serve? Who will run the program or service? What and How? What are you proposing? What are the particulars of your program or service? How will your program or service work? How will you measure the success of your program or service? Why? Why are you the right person (or agency to start this program or service? Why offer this program or service at this time? Why do your clients need this program or service? Where? Where will your program or service be located? Will you need any special facilities? When? How long will your program or service be provided? When do you want it to start? Once you have mapped out the questions, use the information they generate to write your proposal.
