Question
1. You are an economist working for Immigration, Refugees and Citizenship Canada (IRCC), and you are tasked to write a For Action/Recommendation/For Decision briefing note.
1. You are an economist working for Immigration, Refugees and Citizenship Canada (IRCC), and you are tasked to write a "For Action/Recommendation/For Decision" briefing note.
Read Chapter 9 of your textbook before writing your briefing note. Chapter 9 of your textbook references climate change migrants or "refugees". Please refer to the chapter.
The IRCC minister needs to decide whether Canada should create a new category for "climate change refugee" as per the information contained in Chapter 9 of your textbook. However, based on what was learned concerning inflation and the role of monetary policy in Canada, creating a new refugee category could exacerbate inflation issues, housing problems, and the like.
Please read the following article from the Financial Post on this issue: https://financialpost.com/news/economy/immigration- impact-bank-of-canada-inflation (the article is also posted below).
Guidelines: You are to advise the Minister on whether IRCC should or should not move forward with the creation of a new class of environmental refugees. That is, as an unbiased economic policy analyst, you are asked to write a formal 2- to 3-page briefing note (approximately 1100 - 1300 words) seeking a decision from the Minister, based on your recommendations, on action regarding the creation of a new class of refugees. Use the Financial Post and Chapter 9's section on environmental migrants as context. Your briefing note should present economic arguments based on facts and may require an extension (which may include agreement or disagreement) of the information found in the article. Base your recommendation on fundamental economic theory learned in class throughout the semester. You may also include the socioeconomic consequences of your recommendation. Of importance, your briefing note should clearly state the two options (you can add, at most, an additional option, if you wish) and your recommendation.
