Their bridges and schools, though not many, are in dilapidated condition. Early in the morning of June 15th, the Meteorological Service Doppler Radar indicated that thunderstorms producing heavy rainfall and damaging winds in excess of 60mph were headed towards Cascade. By 9:00 a.m. that day, runoff from the heavy rain began to flood low-lying areas in Cascade and the winds brought down power lines, causing power outages throughout the community. By 5:00 pm, the normally quiet river that flows through the community had crested its bank, causing more flooding. In some areas of Cascade, people were trapped in their business places and homes, many streets and homes were flooded and there was a concern for several homes which were located on steep slopes within the community.
