The organization has an extensive money-laundering operation made up of runners that funnel money through legitimate businesses located throughout the US and Canada. One of the runners under surveillance was recently intercepted by local law enforcement for a routine traffic stop and was found to have over $1MM cash in his car. The runner denies any knowledge of the cash, at which point the cash is confiscated. After confiscating the cash, law enforcement releases the runner without filing charges except for a minor traffic violation. After barely averting being killed for losing the cash by promising the organization he will replace the money with his own funds, the runner abstains from any more money-laundering. Several months later the organization needs to transfer money quickly, and despite the previous incident, calls on the runner to make the transfer - even though he hasnt finished paying off the amount confiscated from the previous run. Despite being under financial pressure, the runner declines, telling the organization he fears he is being monitored by law enforcement. At the behest of local law enforcement, which has been monitoring the runner and wants to confiscate the money, the CW approaches the runner to try to change his mind. The runner declines, again telling the CW he fears he is being monitored by LE. The CW, however, insists and tells the runner That last time was just a fluke, what are the chances of you getting randomly pulled over twice? The runner responds I cant take that chance, the only reason I got out of it alive the last time was because Ive been able to come up with the money that was confiscated, and its taking everything I have to pay that off. If I do another run and something happens again I dont have anything left to pay them back if I get caught. You know what theyll do to me if that happens. I just cant take that chance. The CW, however, ultimately convinces the runner into accepting the job by telling him the organization will forgive his debt if he makes this run successfully. As the implant in the organization, youre aware of local law enforcements plan to intercept the runner a second time. Youre also aware that the organization never offered to forgive the runners debt, and that he'll face severe consequences if he fails to deliver the money hes carrying a second time.
