Recently, villagers living on the island reported to the Tourist Ofce that they saw sharks lurking in waters off the island. The Tourist Ofce \"noted" the villagers sighting but did nothing else. Two days later, a boat load of tourists came to the Rahrah Resort for a threeday camping trip, which included water sports. James, one of the tourists, went snorkeling in the waters off the island and was viciously attacked by sharks. Only the quick response by some other tourists in a boat saved James' life when they fought off the sharks with their cars and dragged him into the boat. James is now in intensive care at the hospital. His wife Jenny has come to you to seek some legal advice over the matters described above. Advise Jenny on the specific law that could be used to hold the Tourist Office liable for what happened to James
