3. Tanks was a bus driver for the Greater Cleveland Rapid Transit Authority (GCRTA). It had a substance abuse policy that required drivers to be tested after accidents. Tanks ran into a pole. As re- quired, she submitted blood, saliva, and urine samples, which tested positive for cocaine. Under the terms of the policy, Tanks was fired.
