A good environmental policy in the macro context is the one which incentivizes research and development and technological change (i.e. towards technologies which makes it easier and cheaper to reduce emissions). Such a policy could also facilitate the emergence of new industries (e.g. enviro-tech, green technologies etc.) Briefly comment on the above statement in the context of Pakistan (i.e. how such a policy could help Pakistan). Also show with the help of a graph that how such policies, if successful, would change the target/efficient pollution levels
