Over the past 6 months there has been much concern in local media about an exploding crisis of homelessness, mental illness, and substance abuse. These are new problems for the city which has historically been stable and tranquil, with few social problems. You are given the task of investigating these issues and producing a report to be shared with social agencies, media, and various levels of government. The report will be the first of its kind to address the topic(s) and could be pivotal in organizing and mobilizing the city's resources, as well as obtaining financial support to address the problems. You have no budget beyond transportation costs within the city. One intern will be available to help you three days a week. You have only Excel for your data analysis. What will you do?
