why the answer is D. please explain to me with whole calculation.

i know how to do is that step 1.16000+8000+12000=26000

step 2. 36000-24000=12000 to decrease

step 3. 12000 -8000=4000

step 4. 12000-4000=8000 to decrease.

but how to allocatethe 8000? i don't know how to do it further. i need detail calculation please. also when do the ratio ( I should use fair market value or basis value? when I should use different price to do ratio, please clarify for me. confused )
