$9.$ Implement place$\_$sums

Read the specification of the function place$\_$sums in the module funcs. This function is similar to the row$\_$sums from Exercise $1.$ However, in addition to modifying the table, this function requires that the table have a header row too. Look at the test cases in tests.py if you are unsure about how this function works.
