A brand new "rookie" officer in a large city has just completed her final phase of field training with her training officer. She graduated from the police academy with good grades and passing evaluations in all areas. She subsequently spent twelve (12) weeks riding with a training officer, learning how to apply what she learned in the academy setting. Now, she is on her own. During field training, the rookie's "TO" continually emphasized the importance of good report writing. He told her that, although firearms and physical training are important for the job, report writing is the skill that is the most valuable in making successful cases and achieving prosecution for crime. For twelve weeks, instead of taking all of the "hot" calls and learning how to respond to them, she has spent most of the time writing and reviewing reports for more "lukewarm" cases
