A cost center does not mean "all costs of a company incurred or maintained at one center." A cost center is a responsibility center that only tracks costs. An example is the maintenance department of a manufacturing company or perhaps the accounting or human resources department.

So, back to the original question. How could we measure the financial success of a cost center?
