A current hot policy debate centers around net neutrality, the principle that Internet service providers (ISPs) must treat all data on the Internet equally: under net neutrality, ISPs cannot intentionally block, slow down or charge money for specific websites and online content. Net neutrality has as many advocates as critics. (1) Illustrate how departing from net neutrality can be considered a price discrimination strategy and (2) discuss the trade-offs raised by price discrimination when welfare is concerned.
