A few years ago, the government implemented a policy targeted at strengthening the reading habits of the youth through the opening of community libraries across the country. In the past 2 years, Dominic had used his community library on 3 or 4 occasions. In December 2022, before the Christmas break, Dominic visited his local library and borrowed Contract Law, Tort Law and Commercial Law textbooks to assist him in completing his assignments over the holiday break. The Librarian asked him to sign a membership form which stipulated that books are only loanable for four weeks and that a penalty charge of 5 applies daily for each overdue book. Directly opposite the Librarian was a prominent notice on the wall that stated: "All users of the Library should note that fines for late return of books shall be 10 daily for each book effective as of 4th January 2023."

The due date for Dominic to return his books was on the 10th of January 2023 but he forgot to return them. On the 31st of January 2023, the library emailed Dominic to inform him that his books were 21 days overdue. The email also stated that as of 4th January 2023, the daily penalty for late books increased from 5 daily per book to 10 daily per book. The email indicated that Dominic owed the library 630 (10 daily per book) for the 21 days that transpired since the book return due date. The letter concluded that Dominic should return the books immediately before midday to avoid being billed an additional daily fine.
