A Gini coefficient is a measure of a country's income inequality. The lower a Gini coefficient is for a country, the less income inequality there is in its population. Tom is investigating historical Gini coefficients for the 'EU27', that is, the 27 countries of the European Union (excluding the United Kingdom). He is interested in comparing the Gini coefficients in two consecutive years, to get a sense of whether income inequality increased or reduced in the EU27 during that period. The raw data (correct as of 30 July 2020) were collected from the Eurostat website and are shown in Table 1. Table 1 Gini coefficients for the EU27 countries 2017 2018 23.2 20.9 23.7 23.4 24.5 24.0 25.3 25.7 26.1 25.9 27.1 26.8 27.6 27.0 27.9 27.4 28.0 27.8 28.1 27.8 28.2 28.5 28.8 28.7 29.1 28.7 29.2 28.9 29.9 29.1 30.6 29.7 30.8 30.6 30.9 31.1 31.6 32.1 32.7 32.3 33.1 33.2 33.4 33.2 33.5 33.4 34.1 35.1 34.5 35.6 37.6 36.9 40.2 39.6Torn considers displaying the data as a pair of dotplots. Do you think this is a good idea for these particular datasets? Give a brief reason for your answer. [2]
