The ACA is a collection of many different programs, each of which can affect labor market outcomes independently (as well as interact with all the other provisions). Among these programs are:
An "employer mandate" requiring firms that employ 50 or more full-time workers to offer health insurance to their workforce.
An "individual mandate" requiring all individuals to be covered by a health insurance plan. Persons who are not covered by health insurance face a penalty. Congress, however, repealed the individual mandate in 2017.
A system of subsidies for persons with incomes between 100 and 400 percent of the federal poverty level to purchase their insurance through an exchange set up by the ACA.
Expansion of Medicaid eligibility to include families who have incomes below 133 percent of the federal poverty line (but this expansion only applies in some states).
Some of the provisions have obvious labor market impacts on firms and worker in terms of firms costs, employment expansion, labor mobility, work incentives created by eligibility requirements and related labor supply, worker satisfaction, etc
