A major project at an Airport Traffic Control Tower (ATCT) is including a Power Conditioning System (PCS) refurbishment and requires specialists and technicians from multiple organizations. The contractor, ABC Electric has two certified electricians on site, Engineering Services (ES) has provided an onsite resident engineer (who will do no physical work on the equipment). One Technical Support specialist from the District Office is onsite to assist the two local site specialists. The work is infeasible to be conducted in a deenergized state, therefore meeting the conditions set forth by OSHA and NFPA 70E allowing energized work.
