A person from outside the department will be less critical of a County employee and the procedures of the department if the rejection or

denial of a request includes:

a clear explanation of the reason for the rejection and the person's options

instructions to appeal the rejection

a clear indication that the County employee feels sympathetic toward the person being denied

telling the person where they can find the appropriate regulations
