I do not understand the second part to this question. I do not understand how the $2 billion, $5 billion and $3 billion factor into the diagram when the x-axis is already labeled from 0-10. Do you multiply the cost by that amount?
For instance:
is the Savings column .11 or .22? if it is .22 is that because it is based on $2 billion or $1 billion?
